Our sincerest thoughts are with the people, whānau, businesses and all others feeling the impact of Cyclone Gabrielle and other inclement weather around the motu in recent months.  


The team have been deep in our mahi over quarter 1 and 2 as we undertake our new approach to moderation, from facilitating our online personal development workshops for providers and schools to on-site visits and online moderation discussions. We’re proud of how we’ve come together in implementing our new approach. Thank you to all those kaimahi and providers that have welcomed us for on-site visits, observations, discussions and on-going whakawhanaunga. 


The Quality Assurance and Enhancement team at Muka Tangata is progressing nicely, and we look forward to continuing the partnerships we have built thus far.

A new approach to Quality Assurance 

Muka Tangata wants ākonga (learners) to flourish in the food and fibre sector and for employers and industry to get workers with the right skills that they need. Muka Tangata is responsible for quality assurance activities with providers who develop and deliver their own programmes. These activities include programme endorsement and external moderation. 


Our aim is to support providers to deliver quality programmes for ākonga. 


Throughout 2022, we worked to find out how we can best work with providers and develop fit-for-purpose quality systems. Our two reports External Moderation Review and Te Whakatōnga signals the way we plan to move forward. 


Providers have told us they see value in moderation that supports them to improve programmes. We’ve also heard from industry that they value external moderation to ensure that education and training is robust, and that moderation improves provider materials and practices. 


Our Quality Assurance and Enhancement team continues to build relationships and partnerships with providers, endorse programmes, and carry out provider site visits and desk-based moderation of samples submitted by providers. In 2023 we are: 

  • increasing the number (and overall effect) of site visits with providers 
  • increasing the number of professional development workshops we will facilitate for providers to 22 
  • focusing our moderation increasingly at the programme level 
  • adjusting our moderation reports to reflect te ao Māori values and our commitment to te Tiriti o Waitangi 
  • focusing specifically on the achievement of ākonga Māori, and 
  • using better metrics to inform decision-making around risk, programme performance and learner progression.

By listening to the many voices of industry and the recommendations of Te Whakatōnga, we see the value of incorporating a te ao Māori approach to quality assurance that naturally encompasses a holistic approach. This will have the added benefit of increasing awareness and capability of te ao Māori and mātauranga Māori. 


By incorporating Aromatawai and the Principles of Assessment into our moderation reports we will enable all learners to be assessed in a context that reflects their worldview and the natural learning environment of the primary industries and work-based training.

Hui whakapūmau - On-site moderation visits  


Our team has been busy with on-site visits with several providers this quarter. We’ve loved being able to meet learners and faculty during these visits. There is a lot of discussion, with an overarching theme of whakawhanaunga, getting to understand how programmes are conducted and carried out. This gives us a better understanding when performing pre and post moderations. Thank you to those that participated in this new way of conducting moderation and we encourage you to send your feedback via the surveys that were sent out with your reports.

Our team have already delivered 11 online professional development workshops for our schools and providers over quarter 1 and quarter 2, with a lot of positive feedback from those that attended. Aka Pārongo post-moderation assessment 


In our last newsletter, we advised of the launch of our new provider portal Aka Pārongo. Since then, we have sent out 76 requests via Aka Pārongo with material and positive feedback coming through steadily.

We look forward to your continued partnership as we transition into this exciting new system. 

 

Pre-assessment checklist 


We’re really pleased to see that providers are either attaching or embedding pre-assessment checklists into their assessments. These checklists provide evidence that a learner has been informed of the assessment requirements and conditions and that they, the learner, believe they are ready to be assessed. 

  

Our new reports will note whether there is evidence in the assessment material that a pre-assessment conversation has occurred, and we encourage the use of the checklist as evidence. 

 

Kura reo ki Whirinaki 


Our Poutiaki te Ara Kounga Māori, Kīngi Rākete-Tane had a week full of te reo Māori and mātauranga Māori revitalisation at the Kura Reo ki Whirinaki that took place from 16 – 20 April.   

  

Kura Reo were started to support te reo Māori speakers by providing high-level kaiako (teachers) and an immersion type environment over several days.   

  

The Kura Reo ki Whirinaki had over 160 students from all fluency levels participating in a weeklong programme in the heart of Northland, in Hokianga. There was so much interest that 150+ people were on the waiting list in hopes of getting a ticket – all tickets sold out in 3 minutes.   

  

We were very proud that our Poutiaki te Ara Kounga Māori was invited to share his expertise in te reo Māori and mātauranga Māori in a community project that supports the survival and dissemination of these treasured taonga.

Unit Standards interpretations 
Unit Standard Interpretations are an interim measure to be applied until such time as the unit standard in question is reviewed in full. The Unit Standard interpretations are updated monthly and published on our website. There are currently 13 standard interpretations so far this year. 

NZQA workshops
We would like to draw your attention to the NZQA Assuring Consistency workshops now available for registrations via their website. 

 

 

Reminders

  • All assessment resources need to be pre moderated and approved by Muka Tangata prior to use. There is no cost for this service and can be submitted to moderation@mukatangata.nz
  • Timeframes – there is a 20-working day turnaround for any pre moderation, post moderation, consent to assess or programme endorsement application.
  • Confidentiality - When you submit samples to Muka Tangata for moderation, please be assured that your intellectual property is treated confidentially. It is best practice to also advise the learners that their assessments may be submitted to Muka Tangata or NZQA for quality assurance purposes.
